Jobstreet.com Philippines Enforces Firmer Implementation of DOLE Regulations for Recruitment and Contracting Agencies

For the protection of Filipino workers, the Department of Labor and Employment (DOLE) has instituted various safeguards that employers must comply with. As part of its drive to thwart illegal recruitment activities that may victimize millions of jobseeking Filipinos, the department has placed additional requirements for recruitment and contracting agencies.

As JobStreet.com, the country's number one job site is fully committed to strengthening its partnership with DOLE, we are strictly implementing the government department's regulations for our jobseeking users to be safe from illegal recruiting activities as well.  JobStreet.com wants to ensure that all our recruitment and contracting agency clients are compliant to these DOLE regulations to avoid dealing with establishments that do not have these documents.

Recruitment agencies are being required by DOLE to submit a Private Recruitment and Placement Agency (PRPA) or Private Employment Agency (PEA) license. These are licenses issued by DOLE that authorizes the licensed entity to operate a private recruitment and placement agency for the purposes of local employment. These licenses are valid for two years and should be renewed as soon as they expire.

On the other hand, a D.O. 18-A Certificate of Registration is issued to entities engaged in contracting and sub-contracting employment arrangements. The certificate of registration is valid for three years. A recruitment agency without this registration certificate is presumed to be engaged in labor-only contracting, which is against the law.

Any sourcing and recruitment activity by agencies that do not comply with these DOLE requirements are considered illegal. Therefore, we are enjoining all our clients to provide us a copy of their DOLE-issued license on or before December 17 for uninterrupted service. By January 1, 2016, agencies that have not submitted their license will not be able to post in the site.
