In July 2000, a group of experienced professionals in the Philippine overseas employment industry, led by Ms. Myra Parazo, a history major who has honed her skills and grew up in the ranks as human resource management and overseas recruitment practitioner, bandied together to establish a business enterprise that will specialize in the sourcing and recruitment of Filipino workers for abroad.

Blazing Star International Manpower Services is authorized by the Philippine Overseas Employment Administration to conduct and engage in the business of overseas recruitment, with licensed number POEA No. 109-LB-061807-R. It is also registered with other government regulatory bodies, such as the Bureau of Internal Revenue and the Department of Trade and Industry, as well as the City of Manila where its principal office is located.
