  • Sets strategies for meeting agent manpower requirements of the organization.
  • Works with the Strategic Business Unit Team, Compensation and Benefits Team, Learning and Development Team, and the Requisitioning Department in establishing the specific manpower requirements, rates and timelines of a specific business group.
  • Sources and implements appropriate assessment tools to ensure quality placement of talents / skills.
  • Contacts colleges or other institutions to arrange campus or on-site interviews. Provides information on company facilities and job opportunities to potential applicants. 
  • Conducts both on-site and off-site/ provincial recruitment.
  • Designs and accomplishes various Recruitment statistical reports that provide data pertinent to the Requisitioning Department’s hiring status. 
  • Assists with annual budget preparation.
  • Provides organization with relevant data on labor market trends and best practices as inputs in their decision making.
  • Ensures on-time hiring of agent headcount and profile requirements.
  • Promotes and creates awareness materials for the employee referral program
  • Develops direct reports through training, coaching, regular communication, performance appraisal and feedback.
  • Manage workloads and project assignments of direct reports. 
  • Monitors, motivates, supervises and develops direct reports to hit target hiring objectives and other performance metrics. 
  • Able to coordinate with other Support as Departments to ensure smooth flow of work processes during the stages of Recruitment and hand-over to Learning and Development Team.
  • Responsible for addressing various Recruitment concerns that may arise during the assigned shift.


  • Interfaces and negotiates with Requisitioning Department Heads regarding job specifications / requirements in relations to their present and future plans.
  • Conducts in-depth behavioral interviews and comes up with a profile on the "fit” of the candidate to a specific account.\
  • Provides key strategic advice and / or participates in decisions regarding the recruitment, selection, and placement during ramp-up/high volume hiring.
  • Headhunts and builds manpower pool of qualified candidates for the accounts he/she is handling.
  • Designs recruitment, selection and placement systems (SOPPs) that support the organization’s business set-up.
  • Utilizes the following sourcing mechanisms:
  1. Contracts with Staffing Agencies (also involves regular updates and calibration sessions)
  2. Alliances with Review Centers
  3. Affiliations with Schools
  4. Partnerships with municipal governments and government agencies
  5. Tie-ups with independent recruiters/ head hunters
  6. Conceptualizes and carries-out special on-site activities(i.e. resume’ parties, open house, etc)
  • Able to decide if a direct report is qualified for promotion via assessment and validation (interview, review of PA, etc.
  • Able to recommend improvements on existing systems and work processes. 
  • Able to respond to queries regarding specific pre-employment requirements. 
  • Able toestablish, implement and continuously improve the quality information security policies assigned to him / her.
  • Able to establish structure and procedures to protect classified information.
  • Able to report information security related incidents without any delay to the right authority.
  • Example: All information-related incidents, losses, weaknesses and software/hardware
  • malfunctions, breaches of confidentiality



  1. Bachelor’s Degree in any course.
  2. Good administrative and computer skills.
  3. Has the nose for effective head-hunting.
  4. People-oriented, innovative, and has initiative.
  5. Fluency in both written and verbal English.
  6. Excellent telephone skills and experience conducting interviews
  7. At least 5 year(s) of working experience in the related field is required for this position.
  8. Preferably Supervisor / 5 Yrs & Up Experienced Employees specializing in Human Resources or equivalent.
