Responsibilities


Present in the Philippines since 1985, Handicap International operates development and risk reduction programs in several areas of the country.
Following the disaster caused by typhoon Yolanda on November 8th 2013, Handicap International has deployed an emergency response team in the affected areas and is now recruiting additional personnel to participate in the emergency response efforts.
 
Project: Support to self recovery to most vulnerable Typhoon Yolanda affected population, Panay Island, Republic of the Philippines
 
The Construction Manager will act as construction technical advisor for the project teams
  • Ensure technical definition of shelter activities and provide advice and supervision
  • Management of the teams in charge of the technical part of the baseline survey
  • Participation in the identification and selection process of the beneficiaries
  • Design and organization of all technical training and awareness sessions
  • Quality monitoring of the construction activities including accessibility
  • Ensure mainstreaming of the accessibility in construction and supervision
  • Facilitate technical related communication with international and local stakeholders

Requirements


Experience
  • 4 to 5 years experiences in SHELTER/architecture/ engineering
  • Experience in capacity building process for development and/or humanitarian programs is an asset
  • Management experience (minimum 5 years)
  • Humanitarian NGO work will be an asset
Education
  • Construction Engineer within the related field (environment, construction, ...) 
Skills
  • Good communication and team management skills
  • Good writing, communication and analytical skills
  • Good planning, organizing and coordinating skills with the ability to plan own work, prioritize tasks and to work efficiently under time pressure.
  • Good knowledge in Word and Excel software
  • Strong leadership
Personal qualities
  • Ability to work in a multidisciplinary and multicultural team autonomously
  • Cultural sensitivity, diplomacy and tactfulness
  • Adaptation to specific working conditions in rural remote context
  • Dynamism, high level of motivation
  • Willingness to learn new skills and/or approaches
  • Good capacity to interact with members of the team and different communities.
Languages
  • English (write and speak fluently)
  • Tagalog (Ability to communicate fluently)
  • Capiznon and/or Hiligaynon (Ability to communicate)
 
This fixed contract is for a period of two months with possibility of extension and the position is based in Sigma with possible travel to Roxas, for a starting date as soon as possible.
